Amends Chapter 39, Title 10 of Delaware Code to authorize unsworn declarations under penalty of perjury as an alternative to sworn declarations, verified pleadings, and affidavits, subject to court rule approval.

Establishes standardized language for unsworn declarations: "I declare under penalty of perjury under the laws of Delaware that the foregoing is true and correct" with signature, printed name, and date required.

Applies exceptions to unsworn declarations consistent with limitations already provided in §5354(b), Title 10 of the Delaware Code.

Amends §1224, Title 11 of Delaware Code to include unsworn declarations made under §3927 as statements subject to perjury penalties alongside existing provisions for sworn testimony and written instruments.

Intended to increase access to justice for self-represented litigants by reducing dependence on notaries while maintaining accountability through perjury penalties.
