Adds definition of "midwifery student" and allows students enrolled in accredited programs to provide midwifery services under direct supervision of a licensed midwife for up to 5 years.

Requires certified professional midwife (CPM) and certified midwife (CM) licensure applicants to complete courses in pharmacology and intravenous therapy.

Grants limited prescriptive authority to licensed midwives, with specific parameters to be determined by the Midwifery Advisory Council and Board regulations.

Provides compensation and travel reimbursement for Midwifery Advisory Council members and changes the initial licensing deadline for midwife Council members from July 1, 2016 to October 1, 2016.

Removes outdated Title 16 provisions regarding non-nurse midwife permits and related enforcement penalties that are superseded by the midwifery licensing framework.
