Amends §1309 of Title 2 of the Delaware Code regarding powers of the Delaware Transportation Authority.

Authorizes the Delaware Transit Corporation to sell advertising on the back panels of transit shelters in addition to existing downstream panel advertising to offset facility costs.

Maintains existing restrictions prohibiting advertising within residential subdivisions (except entrances), within 50 feet of residences, within 100 feet of historic resources, and within 150 feet of high-crime areas as designated by the State Bureau of Identification or local police.
