Raises procurement threshold amounts for the City of Wilmington: from $5,000 to $15,000 for three-vendor quotations, and from $25,000 to $60,000 for competitive bidding procedures.

Authorizes the procurement and records division to advertise for sealed bids via electronic publication on the city's website or other publicly accessible internet locations, in addition to or in lieu of newspaper advertising.

Permits city departments to participate in cooperative purchasing agreements with other public procurement agencies within Delaware or other states, subject to procurement division approval.

Applies to all contract purchases, construction, alterations, repairs, maintenance, and services to the city, with existing exceptions for unique articles, computer hardware/software, and used equipment remaining in place.
