Modifies § 1108 of Title 17 of the Delaware Code to clarify permitted types of outdoor advertising signs in state right-of-ways.

Removes allowances for directional and warning signs, retaining only gateway signs and historical markers as approved outdoor advertising in public highway right-of-ways.

Establishes that beautification/landscape planting sponsorship signs within highway right-of-ways require an approved right-of-way use agreement from the Department of Transportation and must not exceed 6 square feet.

Maintains existing prohibitions on outdoor advertising within 25 feet of playgrounds, schools, churches, railroad crossings, and highway intersections, and requiring signs to be in good condition and securely affixed.

Clarifies consistency with federal regulations for outdoor advertising along public highways.
