Adds misdemeanor marijuana possession and paraphernalia offenses under Title 16 sections 4764, 4771, and 4774 to the list of offenses eligible for probation before judgment.

Removes the prohibition against using probation before judgment with the first offenders controlled substances diversion program under Title 16 section 4767.

Maintains existing eligibility restrictions for probation before judgment, including disqualifications for those with prior violent felonies, nonviolent felonies within 10 years, or misdemeanors within 5 years.

Requires defendants on probation before judgment to provide current address, notify court of address changes, and appear at all scheduled hearings.

Courts may impose conditions including pecuniary penalties, restitution, community service, court costs, and refrain from contact orders.
