Creates special license plates for the Delaware Equine Council, available for private passenger vehicles, trucks, and vans with three-quarter ton or less capacity

Requires a one-time fee of $50 (including $15 administrative fee) in addition to standard annual registration fees

Deposits the $15 administrative fee into a special fund for the Division of Motor Vehicles to administer the program

Allocates the remaining $35 of the fee to the Delaware Equine Council through the State Treasurer

Allows the Delaware Equine Council Board of Directors to determine plate colors and design, with the option to replace "The First State" with "Delaware Equine Council"
