Requires the OMB Director's written approval before agencies can participate in cooperative agreements for professional services procurement with other public procurement units within Delaware or other states.

Allows the Director to negotiate contracts with manufacturers or distributors to enable agencies and local governments to purchase professional services at prices approved by the U.S. General Services Administration (GSA).

Extends to professional services the existing authority to use GSA-approved pricing, which was previously limited to goods and material purchases under Delaware law.

Permits cooperative agreements to include material and nonprofessional services together with professional services, with exemptions from other procurement requirements when participating in existing cooperative contracts.
