Amends Delaware Code Title 14 concerning the Department of Education to regulate the timing of new or amended rules and regulations with direct financial impacts on school districts and charter schools.

Prohibits new or amended rules, regulations, or administrative procedures from becoming effective after the start of a fiscal year (July 1) unless the local school superintendent or charter school head specifically approves implementation during that fiscal year.

Exempts emergency situations requiring immediate action to protect public health or safety, federally mandated requirements, and other legally required actions from the implementation restriction.

Defines "administrative procedure" as any action that establishes a method, practice, program, or procedure to be followed by a school, local school district, or charter school.
