Allows the Municipal Services Commission to operate additional utility systems (steam, gas, heat, power, telecommunications) with City Council approval that cannot interfere with existing franchise rights.

Modifies treasurer authority to allow multiple persons to sign checks and transfer funds as authorized by the Commission, rather than requiring President and Secretary signatures only.

Increases Commissioner salaries from $2,400-$2,500 annually to $3,000-$3,600 annually for regular and President commissioners respectively.

Establishes a mandatory 6% contribution payment from the Commission to the City of New Castle based on previous fiscal year's user charges, payable quarterly, with good faith discussions required if contribution drops below $500,000.

Requires City Council approval before Commission expands water and electric systems, acquires property, or operates additional utility systems; approval cannot be unreasonably withheld.
