Removes "braiding" from the definitions of cosmetology and master barber, creating a separate unregulated practice of hair braiding that excludes hair cutting, dyeing, chemical treatments, and use of extensions attached by means other than natural methods.

Reduces Board of Cosmetology and Barbering from 13 to 11 members, changing composition to 2 cosmetologists, 1 nail technician, 1 barber, 1 aesthetician, 1 cosmetology instructor, and 5 public members, while removing the electrologist position.

Removes requirement that Board rules and regulations be adopted "under such rules and regulations as the Board may adopt," streamlining the regulatory language in the code.

Adds authority for the Board to establish advanced training requirements by rule and regulation to ensure licensees meet accepted standards of care for different techniques and services.

Prohibits use of methyl methacrylate (MMA) in nail services.
