Expands the Ada Leigh Soles Memorial Professional Librarian and Archivist Incentive Program to include employees of member libraries of the Delaware Library Consortium in addition to public libraries, county libraries, public school libraries, and state agency libraries.

Extends eligibility for master's degree program awards to employees of Delaware Library Consortium member libraries who are currently employed at such institutions.

Allows employees of Delaware Library Consortium member libraries with minimum 2 years of employment to pursue bachelor's degrees prior to or doctoral degrees following master's degree programs under the award program.

Adds Delaware Library Consortium member libraries to the definition of qualifying employment for loan repayment and forgiveness under the program.

Maintains existing loan forgiveness rates of 1 year employment per 1 year of loan for bachelor's students and 2 years employment per 1 year of loan for master's and doctoral students.
