Amends Delaware Code § 1218 to revise grounds for limiting, suspending, or revoking educator licenses, including those who receive probation before judgment or enter first offenders diversion programs for domestic violence or controlled substances offenses.

Changes the burden of proof in educator licensure disciplinary actions from "clear and convincing evidence" to "preponderance of the evidence" as the standard for civil administrative proceedings.

Expands the Secretary's authority to automatically suspend an educator's license without prior hearing if arrested or indicted for violent felonies or crimes against children constituting felonies.

Enables license reinstatement for individuals who complete probation before judgment or first offenders diversion programs, in addition to those whose convictions are overturned.

Requires public notice of all educator license limitations, suspensions, revocations, and reinstatements on the Department's website, including the educator's name, employment location, license type, and reason for action.
