Rescinds the $1,515,600 in bank settlement funds previously allocated to the City of Wilmington by the Joint Finance Committee on December 2, 2015, due to the City's decision not to accept the funds as conditioned.

Reallocates and appropriates the $1,515,600 to the State Aid to Local Law Enforcement Committee for Emergency Illegal Drug Enforcement Programs (E.I.D.E.).

Excludes the City of Dover Police Department from eligibility for these funds because Dover received $579,569 in settlement funds from the same December 2, 2015 allocation that were not rescinded.

Establishes grant distribution formula providing each police department a minimum of $10,000 plus an additional $1,073 for each police officer employed.

Requires grant proposals to include at least one aspect addressing how funds would curtail the illicit sale, distribution, and trafficking of heroin and other opioid drugs, with permitted uses including Naloxone purchases and officer training.
