Establishes a special "Eyes on the road" registration plate in Delaware to promote awareness about the dangers of using electronic devices while driving.

Applies to private passenger vehicles, trucks with ½-ton or less capacity, and vans with 3.4-ton or less capacity; requires a minimum of 100 applications before plates can be issued.

Charges an initial fee of $35 per plate ($15 administrative fee plus $20 for public awareness) in addition to regular registration fees; replacement plates charged at cost set by the Division of Motor Vehicles.

Directs the $15 administrative fee to the Division of Motor Vehicles for promoting and administering the special plate program, and directs the remaining $20 to the Office of Highway Safety for public awareness campaigns about electronic device use while driving.

Plates use standard numbering and lettering assigned to the vehicle with no special characters authorized; the Division of Motor Vehicles determines the plate colors and design.
