Adds exemption for licensed manufacturers, importers, and dealers of destructive weapons who are properly qualified under federal law (Gun Control Act and National Firearms Act) to legally possess and store such weapons when related to examination, demonstration, purchase, delivery, or sale.

Permits properly licensed destructive weapon dealers to deliver weapons to qualified purchasers in Delaware, such as military forces, National Guard, and police departments who are authorized to carry them.

Clarifies exemptions for Armed Forces members, National Guard, state police, and certified wildlife biologists authorized to possess firearm silencers and machine guns for legitimate purposes.

Makes technical corrections to conform statutory language to Delaware Legislative Drafting Manual guidelines, including reorganizing exemptions into a numbered list and updating federal law references.

Maintains destructive weapon possession as a class E felony for unauthorized individuals while creating the new dealer exemption.
