Requires public utilities to consult with residential property owners about preferred locations for gas regulators and gas meters, with preference given to least visibly prominent locations.

Prohibits utilities from installing gas regulators or meters on visible front or sides of residential properties facing public rights-of-way unless owner permits or no prudent alternative exists.

Requires gas regulators and meters in historic districts to be installed on the interior of properties unless owner approval and a certificate of appropriateness from the historic district commission are obtained.

Obligates residential property owners with interior gas regulators or meters to grant utility access for safety inspections at least every 36 months; utilities may relocate devices to exterior if access is denied.

Authorizes residential property owners to paint exterior gas regulators and meters and landscape around them to conceal their location.
