Expands the definition of "specified peace officer" to include probation and parole officers (Department of Corrections), Capitol police, Department of Natural Resources police, University of Delaware Police, State Fire Marshal officers, Division of Alcohol and Tobacco Enforcement agents, Justice of the Peace Court constables, and probation/parole officers in the Serious Juvenile Offender Unit and Division of Services for Children, Youth, and their Families.

Allows specified peace officers to become eligible for service pensions after 25 years of credited service regardless of age, with a minimum of 20 years of service as a specified peace officer.

Increases pension calculation for specified peace officers to 2.45% of final average compensation for years of service above 25 years, in addition to the standard percentage calculations.

Sets employee contribution rates for specified peace officers at 5% of annual compensation in excess of $6,000, or 7% for post-2011 employees.

Sections 1 and 4 take effect January 1, 2017; Sections 2 and 3 take effect January 1, 2019.
