Amends Delaware Code Title 6, Section 4A-108 to clarify the relationship between Article 4A (funds transfers) and the federal Electronic Fund Transfer Act (EFTA).

Applies Article 4A to remittance transfers that are not electronic fund transfers under EFTA, filling a gap created by the 2010 Dodd-Frank amendments.

Establishes that when Article 4A and EFTA provisions conflict, the EFTA provision governs to the extent of the inconsistency.

Extends statutory protections and rules for remittance transfers involving issues such as mistaken addresses, payees, and intermediary duties that were previously unregulated under Delaware law.
