Requires the Division of Medicaid and Medical Assistance, Division of Public Health, and Office of Management and Budget–Human Resources Management to submit a comprehensive joint report to the General Assembly every 2 years by June 30.

Report must include data on diabetes prevalence and burden in Delaware, activities related to diabetes programs and initiatives, and estimated financial impact on each agency.

Report must document the number of people served by each agency regarding diabetes and prediabetes, and describe implemented programs aimed at improving diabetes care and prevention.

Report must detail current funding levels for diabetes-related programs and activities, and include each agency's individual plans with recommendations, intended outcomes, and funding estimates needed for implementation.

First comprehensive joint report must be submitted by June 30, 2018.
