Amends the definition of "family" in Delaware Code Title 10 §901 to replace gender-specific language ("husband and wife," "man and woman") with gender-neutral terms ("spouses," "couple").

Expands the definition of "family" to include persons cohabitating together who hold themselves out as a couple, with or without a child in common, and persons living separate and apart with a child in common.

Modifies §922(a) to grant Family Court exclusive original criminal jurisdiction over offenses (except felonies) committed by one family member against another, between former spouses, between cohabitating couples, and between persons living separately with a child in common.

Restructures criminal jurisdiction language in §922(a)(2) from a single provision into four separate subsections (a-d) to specifically enumerate the categories of relationships covered under Family Court jurisdiction.
