Expands circumstances under which the General Assembly may meet outside Dover from "insurrection, conflagration or epidemic disease" to include enemy attack, terrorism, disease, accident, or other natural or man-made disasters

Broadens the General Assembly's constitutional authority to ensure government continuity from emergencies caused only by "enemy attack" to also cover terrorism, disease, accident, and other natural or man-made disasters

Enables the legislature to extend existing emergency succession laws (for legislative, executive, and judicial branches) to a wider range of emergency situations beyond just enemy attack

Clarifies that the General Assembly may provide succession for public offices whose "immediate" succession is not already established by the Constitution, codifying a 1963 Delaware Supreme Court interpretation

Requires passage by two-thirds of both legislative chambers as the first leg of a constitutional amendment process
