Amends Delaware Code Title 18, Section 3912 to add new subsection (e) prohibiting insurance companies from increasing premiums based solely on a driver serving as a volunteer for a charitable organization.

Defines "volunteer" as a person providing services without compensation to a charitable organization, though the person may be reimbursed for expenses.

Defines "charitable organization" as any organization subject to Section 501(c)(3) of the Internal Revenue Code of 1986.

Takes effect 180 days after enactment into law.
