Requires lobbyists to disclose whether their employer pays or promises compensation, without requiring disclosure of the compensation amount or value.

Establishes an annual registration fee for compensated lobbyists, payable between January 1st and January 15th each year, with fees set by the Public Integrity Commission to cover administrative costs.

Exempts uncompensated lobbyists from paying the annual registration fee while maintaining their registration requirement.

Deposits all registration fee revenue into a special fund account to be used exclusively for administering and maintaining lobbyist registration and reporting requirements.

Provides that lobbyists failing to pay required registration fees shall have their registration automatically cancelled and be prohibited from acting as a lobbyist until all delinquent fees are paid.
