HB 387 Summary

• Creates two tiers of acupuncture licensure in Delaware: one for acupuncturists only and one for acupuncturists and eastern medicine practitioners with additional training

• Requires acupuncture practitioners to achieve NCCAOM Diplomate certification (or equivalent), complete clean needle technique training, demonstrate English language ability, and meet good standing requirements

• Allows licensed acupuncturists to advance to acupuncture and eastern medicine practitioner status by obtaining NCCAOM Diplomate in Oriental Medicine certification

• Replaces term "oriental" with "eastern" throughout the statute and defines "eastern medicine" as acupuncture, Chinese herbology, and Asian bodywork therapy as a comprehensive health care system

• Removes expired grandfathering provisions from 2008 and eliminates the requirement for acupuncture detoxification specialists to maintain ongoing NADA certification, replacing it with proof of continued competency
