Decriminalizes possession of one ounce or less of marijuana ("personal use quantity") for adults 21 and older, replacing criminal penalties with a $100 civil fine that does not appear on criminal records

Establishes an unclassified misdemeanor with up to $575 fine and 3 months imprisonment for adults 18 and older who possess more than one ounce, or use/consume marijuana regardless of amount

Creates separate penalties for persons 18-20 years old possessing personal use quantities: $100 civil penalty for first offense, $100 misdemeanor fine for subsequent offenses

Makes public use or consumption of marijuana by adults 18+ an unclassified misdemeanor punishable by up to $200 fine and 5 days imprisonment, with "public" defined as areas within 10 feet of sidewalks, parks, building entrances, and similar locations

Allows expungement of marijuana convictions for those who committed offenses under age 21 once they reach 21, and exempts personal-use marijuana possession from additional drug paraphernalia charges
