Clarifies that General Assembly approval of school district redistricting proposals does not constitute endorsement of any specific revenue or spending measures in the implementation plan.

Amends Section 1008 to explicitly state that final approval of transition and resource plans by the General Assembly and Governor shall not bind the State to any specific revenue or spending actions.

Amends Section 1026 to specify that a Joint Resolution supporting proposed changes in school district boundaries does not constitute approval of particular revenue or spending measures in the plan.

Changes language in the transition plan requirements from "Resources that will be required" to "Recommendations on resources," making resource provisions advisory rather than mandatory.
