Renames the Commission for the Purchase of Products and Services of the Blind and Other Severely Handicapped Individuals to the Commission for Statewide Contracts to Support Employment for Individuals with Disabilities and updates terminology to use People First Language throughout the statute.

Restructures Commission membership from 9 members to 7 voting members and 3 non-voting members, including at least one member with a disability or family member of a child with a disability, with non-voting members representing community rehabilitation programs, the Ability Network of Delaware, and the Division for the Visually Impaired.

Shifts the Commission's role from providing to promoting an expanded market for products and services of individuals with disabilities and expands eligible providers from Delaware Industries for the Blind and qualified rehabilitation facilities to include community rehabilitation programs and central nonprofit agencies.

Requires the Commission to promulgate regulations governing the selection of central nonprofit agencies, the awarding and setting aside of contracts, and the pricing of set-aside products and services, with subcommittee review of proposed price revisions prior to Commission voting.

Requires Government Support Services to publish and distribute a list of products and services available from community rehabilitation programs or central nonprofit agencies suitable for procurement by state agencies, replacing the previous publication responsibility.
