Limits durational residency requirements for municipal voters to a maximum of 30 days before a scheduled election.

Requires voter registration deadlines in municipalities using the State's Voter Registration System to be no more than 30 days prior to any scheduled municipal election, with timeliness determined under § 2036(1) and (2) of Delaware Code.

Requires municipalities maintaining their own voter registration systems to establish voter registration deadlines no more than 30 days prior to any scheduled municipal election, with timeliness determined under § 2036(1) and (2) of Delaware Code.

Makes any existing municipal charter provisions requiring voter registration more than 30 days before elections automatically void as of the effective date, establishing a 30-day deadline in their place.

Effective January 1, 2017.
