Creates the Delaware Commission on Indian Heritage and Culture under the authority of the Secretary of State to study, design, encourage, and promote Indian and Indian-American cultural and educational programs in Delaware.

Establishes a 9-member commission with appointments distributed as follows: 2 members by the Speaker of the House, 2 members by the President Pro Tempore of the Senate, and 1 member each from the Delaware Asian American Business Association, Delaware Association of Physicians of Indian Origin, Gujarati Samaj of Delaware, Indo-American Association of Delaware, and India U.S. Society of Delaware.

Requires commission members to be U.S. citizens of Indian descent who hold a professional license in Delaware, own a business in Delaware, or reside in Delaware.

Establishes that the commission shall elect a Chair annually, requires a majority quorum to conduct business, and directs the Secretary of State to set the date, time, and place for the initial organizational meeting.

Specifies that commission members serve without compensation and at the pleasure of their appointing authorities.
