Educators with initial licenses must receive a Delaware Performance Appraisal System II (DPAS II) evaluation annually, while educators with continuing or advanced licenses must receive evaluations at least every 2 academic years.

All components of DPAS II must be weighted equally beginning in the 2017-18 academic year, with no more than 5 components and 1 component dedicated exclusively to student improvement.

Student performance can only be used in teacher evaluations with the teacher's agreement if the student has missed more than 15% of class time.

A pilot program in up to 3 local education agencies for the 2016-17 and 2017-18 academic years shall test equal weighting of all components, incorporate parent and student surveys, and use a specific mathematical algorithm for determining final ratings.

The Department must report by June 30, 2018 to the General Assembly, State Board of Education, and DPAS Advisory Committee on the effectiveness of the pilot program and alternative evaluation systems used across the state.
