Eliminates the "visiting qualifying patient" category, removing out-of-state medical marijuana patients' ability to purchase from Delaware compassion centers.

Adds "terminal illness" as a qualifying debilitating medical condition and expands pediatric eligibility to include patients with terminal illness symptoms (pain, anxiety, depression) and seizure disorder.

Changes designated caregiver background check requirement from annual to every 3 years.

Replaces single designated compassion center requirement with a real-time statewide patient registry allowing registered patients to purchase from any licensed Delaware compassion center.

Removes references to visiting qualifying patients throughout the medical marijuana statute, eliminating protections and eligibility provisions that applied to out-of-state cardholders.
