Creates the "Concussion Protection in Youth Athletic Activities Act" in Delaware Code Title 16, Chapter 30J, establishing protections for athletes under 18 years old in organized athletic activities with significant concussion risk.

Requires immediate removal from play for athletes suspected of concussion and prohibits same-day return; athletes must receive written medical clearance from a licensed healthcare provider before returning to any athletic activity.

Mandates that organizing entities provide concussion information sheets to athletes and parents/guardians annually, with signed acknowledgment required before participation; coaches and officials must complete initial and periodic concussion training.

Designates the State Council for Persons with Disabilities to publish concussion training standards, develop information materials, identify additional significant concussion-risk activities through regulation, and include implementation information in annual reports.

Exempts school-sponsored athletics regulated by the Delaware Interscholastic Athletic Association, school activities, and visiting teams/participants from outside the state from the requirements; Act becomes effective one year after enactment.
