Requires every public school site, including charter schools, participating in the Community Eligibility Provision to offer free breakfast to all students through an Alternative Service Model beginning in school year 2017-2018.

Defines Alternative Service Models as breakfast meal service options including Breakfast in the Classroom, Grab and Go Breakfast, and Second Chance Breakfast.

Breakfast in the Classroom involves students eating breakfast in their classroom at the start of the school day, with meals either delivered to classrooms or served from cafeterias, carts, or kiosks.

Grab and Go Breakfast allows students to access breakfast meals from carts or kiosks placed within schools or cafeterias, while Second Chance Breakfast offers students the opportunity to obtain breakfast prior to the beginning of second period.

Authorizes the Delaware Department of Education to promulgate regulations regarding implementation of the alternative breakfast service models.
