Expands eligibility for free annual surf fishing vehicle permits to include active members of Delaware volunteer fire department ladies auxiliaries, in addition to active firefighters, EMTs, and life-members.

Allows out-of-state residents who volunteer with Delaware fire departments or ambulance companies to receive surf fishing permits at the Delaware resident rate.

Replaces the fixed 20% response rate requirement with flexible "active requirements" determined and verified by each fire department president or ambulance company captain.

Requires annual verification through an original letter on official letterhead signed by the fire department president or ambulance company captain and authenticated by the Delaware Volunteer Firefighter's Association president.

Permits one free or discounted surf fishing vehicle permit per year for a vehicle registered to the qualifying volunteer.
