Creates discretionary expungement for misdemeanors (5 years) and non-violent felonies (7 years) after conviction without further criminal activity, requiring court approval based on manifest injustice.

Mandatorily expunges all arrests and charges that do not result in conviction, including cases where charges are dismissed or nolle prosequi is entered.

Provides automatic expungement of records for persons unconditionally pardoned by the Governor, with courts required to mark dispositions as "pardoned" in all records.

Consolidates Family Court and Superior Court adult expungement procedures into unified statute and eliminates application fees for expungement of non-convicted arrests.
