Prohibits any person from knowingly acquiring, receiving, or transferring human fetal tissue for valuable consideration.

Prohibits solicitation or acquisition of human fetal tissue for transplantation purposes if obtained from an induced abortion and involves designated recipients, family members, or payment for abortion costs.

Prohibits solicitation or acquisition of human fetal tissue obtained from pregnancies deliberately initiated to provide tissue, or tissue from embryos/fetuses gestated in non-human animals.

Defines "valuable consideration" to exclude reasonable payments for transportation, implantation, processing, preservation, quality control, or storage of fetal tissue.

Establishes violations as Class C felonies and aligns with federal law 42 U.S.C.A. § 289g-2.
