Amends Delaware's Renewable Energy Portfolio Standards Act to clarify administration of cost freeze provisions in §354(i) and (j)

Changes authority from State Energy Coordinator to the Commission to determine whether cost thresholds are exceeded and freeze renewable energy requirements

Expands eligible energy resources to explicitly include all fuel cells powered by natural gas and qualified fuel cell provider projects with costs shown on utility monthly filings

Mandates that cost calculations exclude transmission and distribution expenses and only include factors specifically identified in the renewable energy standards statute

Specifies that freeze provisions shall apply when compliance costs exceed 1% of total retail electricity costs for solar requirements or 3% for all eligible energy resources, and lifts freezes when costs are reasonably expected to fall below thresholds
