Removes the separate second category of third-degree child abuse that addressed causing physical injury to a child with a previous pattern of abuse or neglect.

Adds a new fourth category to second-degree child abuse for intentionally or recklessly causing physical injury to a child when the person has engaged in a previous pattern of abuse, neglect, or both.

Elevates the offense of causing injury to a child with a prior pattern of abuse or neglect from a class A misdemeanor (third-degree abuse) to a class G felony (second-degree abuse).

Takes effect upon enactment into law.
