Clarifies that General Assembly approval of school district boundary changes recommended by the Wilmington Education Advisory Committee does not constitute endorsement of any specific revenue or spending measures.

Modifies § 1008(g) to specify that final approval of transition and resource plans by the General Assembly and Governor shall not bind the State to any particular revenue or spending actions.

Modifies § 1026(d)(1) to clarify that passage of a Joint Resolution supporting school district boundary changes does not constitute approval of any particular revenue or spending measures in the accompanying plan.

Changes language in § 1026(d)(3)(c) from "Resources that will be required" to "Recommendations on resources" regarding support for redistricting transition.

Authority of the Wilmington Education Improvement Commission and State Board to implement these provisions terminates on March 31, 2016.
