Clarifies that General Assembly approval of school district redistricting in New Castle County does not constitute endorsement of any specific revenue or spending measures proposed in the redistricting plan.

Establishes a Wilmington Redistricting Transition Fund to support Red Clay Consolidated School District's integration of Wilmington students, including facilities assessment, programming development, and transportation planning.

Provides additional state funding effective January 1, 2017 to Red Clay, Capital, and Indian River school districts based on September 30, 2016-2017 enrollment of low-income students, English Language Learners, and kindergarten through grade 3 special education students.

Specifies that funding for basic special education K-3 students shall be earned at a ratio of 1.0 unit per 8.4 pupils, with state share based on Year 15 Master's Degree salary schedule.

Declares intent that statewide education funding for at-risk student populations shall be annualized through fiscal year 2018 and extended to at least one additional school district per county in subsequent years, with school districts encouraged but not required to match up to 30 percent of funding.
