Prohibits manufacturers, wholesalers, and retailers from selling or distributing children's products or residential upholstered furniture containing TRIS (three specific phosphate compounds) in amounts greater than 50 parts per million, effective July 1, 2015.

Prohibits the sale or distribution of children's products or residential upholstered furniture containing flame retardants identified as "chemicals of high concern" beginning July 1, 2016.

Exempts casual or isolated sales of previously owned products and sales by nonprofit organizations from the restrictions.

Requires manufacturers to notify sellers of their products in Delaware at least 90 days before the effective date of the chemical restrictions.

Establishes civil penalties of up to $1,000 for first violations and up to $5,000 for repeat violations by manufacturers, with penalties deposited in the General Fund.
