Reduces the state's share of charitable video lottery machine proceeds from 40% to 35% of amounts remaining after player payouts.

Requires all charitable video lottery machines to be connected to the state lottery's central computer system, effective March 31, 2017.

Eliminates the 40% charitable donation requirement that previously mandated charitable gaming organizations donate proceeds to charitable purposes.

Removes the requirement for charitable gaming organizations to submit annual reports to the State Lottery Office documenting charitable donations and eliminates the waiver process previously available through the Secretary of Finance.
