Requires scrap processors to upload the vehicle identification number (VIN) into the National Motor Vehicle Title Information System (NMVTIS) by the close of business the next business day for any scrapped or dismantled vehicle without a title.

Mandates that scrap processors obtain clearance from a Delaware State Police auto theft technician before the vehicle is scrapped, dismantled, or altered in any way.

Eliminates the previous requirement that salvage dealers or junk dealers certify to the Delaware Department of Transportation within 30 days that a totaled vehicle was sold for scrap and no longer exists.

Takes effect upon enactment into law.
