Eliminates the requirement for the Department of Elections to send a confirmation notice to new voter registration applicants and the process of adding applicants to the voter roll based on whether the notice is returned as undeliverable.

Removes the requirement to post names and addresses of applicants with undeliverable confirmation notices on the Department's website for 2 years.

Eliminates the provision allowing people whose confirmation notices were returned undeliverable to vote at their polling place upon presentation of proof of identity and address.

Retains the existing process for address verification requests when subsequent mailings to registered voters are returned as undeliverable, including the 60-day inactive status period and removal from rolls after 2 consecutive general elections.

Changes the section title from "Notification of disposition of a person's voter registration application and procedure for handling returned mail" to "Process for new voter registrations, transfers of address, and change of name or party affiliation."
