Creates new § 2522 establishing comprehensive rights for dependent, neglected, and abused children in Delaware Department of Services for Children, Youth and Families (DSCYF) custody.

Guarantees children rights to basic necessities (water, food, shelter, clothing), medical/dental/mental health care, appropriate placement services, and education at their school of origin when feasible.

Ensures children can maintain contact and visitation with parents, siblings in DSCYF custody, and other individuals unless court-ordered otherwise, with notification of reasons for restrictions.

Grants children rights to participate in their service and transition plans, have confidential access to caseworkers and attorneys, attend court hearings, and receive independent living services starting at age 16 if eligible.

Allows children to report rights violations without punishment or retaliation and permits aggrieved children to petition the court through an attorney or court-appointed special advocate for equitable relief.
