Amends Delaware's Clean Indoor Air Act to include electronic smoking devices alongside traditional tobacco products in smoking restrictions.

Defines "electronic smoking device" as any product containing nicotine or similar substances that produces vapor or aerosol when inhaled, including e-cigarettes, e-cigars, e-pipes, e-hookahs, and vape pens.

Expands smoking ban definition to include use of electronic smoking devices that create aerosol or vapor in any manner or form.

Creates exemption for "vapor establishments" (businesses generating at least 80% revenue from electronic smoking device sales) to permit electronic smoking device use within their premises, provided they prohibit entry to anyone under age 18 and display warning signage.

Takes effect 90 days after enactment into law.
