Requires the Auditor of Accounts to conduct postaudits of all financial transactions for charter schools established under Chapter 5 of Title 14 of Delaware Code.

Grants the Auditor of Accounts sole responsibility for arranging charter school postaudits and selecting certified public accountants to perform them.

Prohibits charter schools and their officials or employees from participating in the selection of certified public accountants or making any arrangements or contracts for audit employment.

Takes effect for audit periods starting on or after July 1, 2015, establishing the Auditor of Accounts' first audit under this authority.
