Amends §805 of Title 21 of the Delaware Code regarding payment of civil penalties and costs in traffic violations.

Court may order defendants to participate in work referral to satisfy unpaid civil penalties and costs.

Failure to participate in court-ordered work referral does not constitute contempt of court.

Failure to participate in work referral may result in transfer of the judgment to the Office of State Court Collections Enforcement for collection under §4104 of Title 11.
