Amends §5106(b)(7) of Title 14 of the Delaware Code regarding the Board of Trustees' powers over University of Delaware land development and campus planning.

Clarifies that the University of Delaware's exemption from local zoning laws applies only to structures associated with student instruction, student residence, student dining, student parking, student athletics, or academic research.

Requires the University of Delaware to abide by relevant zoning restrictions as provided by law and regulation for any structures not related to the specified student services or academic research purposes.

Reverses the Court of Chancery interpretation in City of Newark v. University of Delaware (1973) that granted the University blanket immunity from local zoning ordinances.

Maintains the Board of Trustees' exclusive control over campus development for core educational and student service facilities while subjecting other development to local zoning requirements.
